Am I allelrgic to chlorine?

Everytime I go swimming within a chlorinated pool, I get a impetuous that looks and feels approaching a cold-weather rash on my hand and wrists. It also burns my eyes for several hours. Am I allergic to chlorine or is it just what chlorine does to individuals?
By the way, the imprudent I get on my hand and wrists turns red, itches, burns, and bleeds.Am I allelrgic to chlorine?
The rash is cold weather unwary. Some people don't tolerate cold completely well. Pool dampen is cold. chlorine is an irritant, but not in the amounts they put contained by a pool. The colder the pool , the more chlorine. I lived in Phoenix, and if the sea was above 90 deg. you could not maintain chlorine in it. In other words, you own clorine and cold and rash, or thaw out water , no chlorine, no over-hasty, but fungus
